"ICFA Purpose to place a statue, memorial or some other structure in Topsfield, Massachusetts to pay honor to Isaac Cummings as a pioneer of the area. Now that there is proof as to the location of the Cummings-Hobbs-Bell Place on East Street in the Willowdale State Forest it was proposed by the Executive Board that ICFA appropriate $5,000 that an anonymous donor agrees to match, and thus a total of $10,000 be used to achieve this goal. ICFA has the following goals in this project and authorizes its President to negotiate on its behalf.......
